Important notice for travel agencies and tour guides

The Ministry of Industry, Entrepreneurship and Trade informs the entities providing activities of travel agencies (tour operators) as well as tourist guides (tourist guides) that upon entry into force of the sub-legal acts, deriving from Law No. 08/L-074 on Tourism, they are obliged to obtain permits for exercising the activity, respectively obtain identification cards and register in the tourism register
Travel agencies organizing travel packages, tours or excursions must be licensed for the exercise of the activity and ensure they fulfil the obligations for the provision of these services. By fulfilling the criteria and conditions defined by the Law on Tourism and other sub-legal acts, the agencies will be able to offer quality services to citizens, respectively tourists, who purchase these services. Local and international tourists will now be assured that the tourist package is implemented according to the contractual agreement with the organizing agency. This is made possible since the travel agency must ensure the fulfillment of its contractual obligations to third parties through a valid insurance policy.
Tourist guides, upon registration in the tourism register and equipment with the identification card issued by MIET, will be published and officially promoted as tourist guides to operate in the territory of the Republic of Kosovo, while the operation of foreign tourist guides within the territory of the Republic of Kosovo is not allowed without the accompaniment of a local tourist guide registered with MIET, as provided by the tourism law and the by-laws in force.
When applying for permits and identification cards, entities will also fill out the form with the required data for inclusion in the tourism register.
Until the electronic platform of the "Tourism Registry" is operationalized, applications are made in person for permits for travel agencies, and identification cards and registration for tourist guides.
Further, economic operators are informed that with the entry into force of these administrative instructions, organizing agencies and tourist guides are obliged to be equipped with a permit for the exercise of the activity, respectively equipment with an identification card and registration in the tourism register, otherwise the Ministry will act according to the supervision and inspection procedures provided by the laws and sub-legal acts in force.
